Public and private insurers are key stakeholders in the ongoing debate over how best to ensure access to high quality health care while controlling rising health care costs. The role of consumers - as patients, employees and insurance beneficiaries - is becoming increasingly important in the debate over health care quality, access and costs. As patients, we are part of the team that determines what type and level of treatment we need, want and can afford. As employees, we see the impact of rising costs on our health benefit plans both in the breadth of coverage and out-of-pocket costs. As insurance beneficiaries, we share responsibility for helping to manage rising costs through improved personal health and more cost-effective treatment choices.

Providing the highest health care quality possible in today's climate of health care cost control is a major challenge for hospitals, physicians and other providers who want only to practice the best possible medicine on behalf of their patients. Providers also face many of the same challenges as business in affording the best possible coverage for their employees.
